AAP Makes Delhi Peoples Beggar and AAP itself Begging  from Center Government to fulfill its Promises

Recently I came across many posts from AAP sympathisers asking why can't central govt. sanction Rs. 200 crore to Delhi for water subsidy while it can sanction Rs. 2000 crore for "Statue of Unity" (statue of Vallabhbhai Patel)
Here is my take on
this issue with my limited knowledge on the basic economics...

 
1. Rs. 200 crore AAP demanding is for mere subsidy and not for any water treatement projects or something like tat. The ROI (Return on Investment) is nothing. And also the subsidy has to be given every year. Its not a one time investment. Subsidy politics makes the people more vulnerable. One can't assure that government will be able to afford subsidy every year.
2. Where as 'Statue of Unity' is one time investment. Return on Investment is huge. Tourism in that area will increase many folds(Thiruvalluvar statue success in Kanyakumari is an example for it). Also because of this, many business will come up around that region based on the tourism. Infrastructure develops, hospitals, hotels, financial institutions, connectivity increases. Entrepreneurship skills among people develops. And i hope one understands the importance of tourism. There are many countries which runs only because of tourism industry. With huge potential for tourism in india, india is far far behind in tourism industry when compared to china. We have to take steps like that to catch up with china. With tourism international relationship increases.
3. This is from a political point of view. During election campaign Arvind Kejriwal dint even utter a word that he will ask center for these subsidies. Had he said that i dont think AAP could ve done so well. If suppose Center provides subsidy for Delhi, wont other states demand money for such subsidies? What is the economic principle of AAP?
